Systems Analyst - Department of State for Health and Social Welfare, Directorate of Planning and Information

Provided development assistance for all ICT related issues within the Department of State for Health and Social Welfare. The primary aim of these activities were to ensure sustainability of all work. Specific activities included:

  • Creation and implementation of ICT policy including “Computer Use Policy”, “Web Site Development Policy”, “Hardware and Software Standards”, etc.
  • Assisted in the design, acquisition, implementation and support of the various components of a “Health Management Information System” (HMIS) for use by the department including extensive work with MySQL and Microsoft Access (using simpler technology to facilitate easier technical support)
  • Provided technical and general assistance in the procurement of ICT equipment using funds provided by the World Bank through the Participatory Health Population and Nutrition Project (http://www.phpnp.gm)
  • Creation and implementation of ICT inventory (both of equipment and personnel) procedures and processes
  • Assistance in the establishment of an “Inter-Departmental ICT Forum” (http://www.dosh.gm/idictf) to facilitate communication of common ICT issues between the various government departments
  • Assistance in the creation, development and implementation of long-term ICT and general health strategies for the department
  • Performed technical training for various technical individuals within the department on various advanced ICT topics
  • Assisted in the establishment of monthly “Computer Use Policy” training and trouble-shooting sessions open to any employee of the department
  • Assisted in the creation, development and implementation of a departmental health professional as well as public-oriented web sites (including private areas for inner-departmental communication)
  • Assisted in the design, acquisition, implementation and support of various computer networks throughout the department
  • Assisted and trained personnel in the support of ICT equipment

Left on termination of (extended) contract in December 2004. Co-wrote paper based on professional experiences in the Gambia: MIS sustainability in Sub-Saharan Africa: Three case studies from The Gambia.
